Income Limits (2025)
Our First Time Homebuyer Education and Counseling program is for eligible households in Centre County who seek to purchase their own home for the first time. All participants in the State College Borough Home Partnership Program must complete the counseling to be eligible for one of the homes offered by The HOME Foundation or State College Community Land Trust. More information about eligibility can be found on the State College Borough website or by contacting The HOME Foundation.
The education and counseling program offers a pre-determination of loan eligibility, assistance with credit barriers, budget counseling, and homebuyer education delivered one on one. A person successful in this program may go on to become a homeowner in one of the home buyer programs in the State College Borough or independently elsewhere in Centre County.
To qualify, you must earn between 60% and 120% of the median family income for Centre County.

*The HOME Foundation also provides post-purchase counseling for all First Time Home Buyers in the State College Borough programs for five years after the purchase of their home.
